Besides providing eligibility to vote, a voter ID card also acts as proof of identity. The Chief Election Commission is the issuing body of a voter’s card. The distribution of the card is handled by booth level officers after a voter has applied for it. In the event that you lose your voter’s card or it gets damaged beyond recognition the solution lies in applying for a duplicate voter ID card.
The application process for duplicate voter ID card:
- Record a police FIR to act as a formal statement that you have lost your voter card.
- Collect a 002 form. This can either be found on the website belonging to the election commission of your state or your local office of the Election Commission.
- Once you have filled the 002 form, you will need to attach the following: proof of identity(a copy of your driving license, passport, ration card or pan card), a copy of the police FIR and proof of residence(copy of telephone bill, power bill or gas bill).
- Present the 002 form together with the attached documents to the local office of the Chief Election Commission.
Once you have handed over your documents you will be issued with a slip acknowledging receipt of your duplicate voter ID card application. You may also be required to pay a small fee for the replacement of your lost voter ID card. Information on when your duplicate voter card will be ready for picking is usually available online so check regularly. The status of your voter ID card can also be accessed via short message services.

Instances when a duplicate voter ID card may be denied
There are instances when a duplicate voter ID card may not granted such as when some mandatory documents that are necessary for the processing of the card are not submitted alongside the 002 form. Non-resident Indians also fall in the category of those not eligible for the duplicate voter ID card. The only exception to this rule is if the non-resident Indian is a civil servant posted in a foreign nation.
Importance of the duplicate voter ID Card
Not having a voter ID card will not deny you a chance to vote. This is the case as long as you are a registered voter and your name appears on the list of voters in your constituency. However in order to be allowed to vote you will be required to provide a document proving your identity and this can include your passport, driving license, Aadhaar Card or the PAN Card.
The importance of having a voter ID, however, cannot be ignored. This is because it is multi-purpose. It not only serves the purpose of proof of identity but also residence and it is accepted as such by virtually all private and public organizations. Thus the duplicate voter ID card can come in handy when is trying to access services from the government or when dealing with the private sector for instance when seeking employment or even business opportunities.
For more information regarding the duplicate voter ID card the best-placed figure to consult is the Chief Electoral Officer at your local Chief Election Commission Office.
