Electoral Commission of India:

At present, the body mandated to manage and run elections in India is the Electoral Commission of India. Previously this mandate rested with the Chief Election Officer before it was passed on to the Electoral Commission of India which is widely seen as having brought about significant progress and improvements in the electoral process.

One of the ways the electoral process has improved in India under the Electoral Commission of India is the introduction of online voter registration. Before the new method of online voter registration, a manual lengthy and tedious process was in place and it involved queuing, manually filling forms and so on. This no doubt discouraged a significant portion of the population from registering as voters and consequently denying them their democratic right and duty to vote.

The introduction of online voter registration has thus eased the process and has gained wide acceptance even by rural communities in India. Online voter registration has also been credited with an increase in enrolment of youth voters.

A voters list, which is also referred to as the electoral roll, is a comprehensively-compiled list that bears all the names and details of voters in a specific constituency. The Election Commission of India releases it to the public periodically for scrutiny.

On the electoral roll, you can cross check to find out whether you are registered to vote in a forthcoming election. You should ensure to do this at least more than 10 days prior to the election so that any necessary changes can be made because after that no alterations can be allowed.

There are many reasons that necessitate checking your name in the voters’ list. One is to ensure that all your personal details were correctly entered. The other is to ensure that you are actually entered in the voters’ roll. This is because mistakes happen and you might have been omitted and this would deny you the chance to vote since the law requires one to be a registered voter before they can be allowed to exercise their democratic right and duty.

Checking whether you are on the electoral roll or not can be done manually where you present yourself to your local ECI offices and you go through a manual register. To conduct an offline search you will be required to present any document that can prove your identities such as a passport or a driver’s license. However, the most preferred document is your electoral ID card.

The other method of checking your name in the voter’s list is by using online tools. This is considered the easier, faster and more convenient method.

How to check your name on the voter list online:

Below are steps you need to take online to verify your existence on the voter list:

  1. Log on to the website http://eci.nic.in/eci_main1/Linkto_electo_search.aspx. On the website, you will come across weblinks to voter lists. These electoral rolls are in a PDF format.
  2. Find the link of the state where you are a resident or the state where you have registered as a voter. Click on this link.
  3. After performing the above step a new tab will open giving you the choice of either searching by voter ID card or by your name.
  4. In the event that you have the elector ID card with you opt to search by voter card. Otherwise, opt to search using your name.
  5. What will appear are new fields where you will be required to enter such details as your name and district.
  6. Once you have entered your details proceed to click on the search button. Your name should appear as a search result but if it doesn’t then it means either you entered some or all personal details incorrectly or you are missing on the voter list.

What to do in case of omissions or mistakes:

Should your personal details be incorrectly entered ensure the corrections are done prior to the forthcoming elections. For this, you will need to fill Form 8 before submitting it to your state’s Chief Electoral Officer.

In the event that your name is missing on the voter list, you will be required to fill Form 6 and submit it to your state’s Chief Electoral Officer.

One of the most important pieces of data on a voter’s ID card is the residential address. And besides being on the voter’s ID card the residential address also appears on the voter’s list(which also goes by the name of electoral roll). Thus when there’s a change in the residential address it is important to have the change reflected on the elector’s card. The Electoral Commission of India has consequently put in place measures that make it possible for voters to update their personal details online.

Transposition of voter ID:

The electoral map of India consists of electoral units known as assembly constituencies. Each assembly constituency has a voter’s roll. Every assembly constituency is further divided into polling booths. When considering changing your residential address it is important to ensure that your name does not appear in more than one voter list. It is illegal and you could be liable to punishment. Thus the process of changing your residential address involves getting your name struck off from the former constituency in which you were registered to vote when you were residing in your previous address.

Sponsored Links

Circumstances necessitating the change of residential address:

There are two common circumstances which may cause the holder of a voter ID card to decide to change their physical address.

  1. Being assigned to a polling booth that’s too far away from one’s place of residence. Though such a voter has not relocated to a different assembly constituency they may want to be moved to a polling booth that’s closer to them.
  2. Changing residences without relocating to a different assembly constituency and thus only requiring having the particular detail updated for purposes of using the Voter ID Card as proof of residence.

In such circumstances what you would need to do to update the residential address is to transpose the voter card by filling a form known as Form 8A. But in a situation where the assembly constituency is being changed as well, you would have to go online to for a new voter application.

Difference between Form 8 and Form 8A:

It is common for confusion to arise between Forms 8 and Forms 8A. The two serve different purposes. Form 8 comes into use mostly when what is being changed or updated is mainly as a result of errors made in the voters’ roll including typographical errors, errors in spelling addresses, names and so on.

Form 8A, on the other hand, is used when what is needed to be changed is the Part Number or the polling booth. It’s also used when there’s a complete change in the residential address of a voter.

How to fill Form 8A:

Form 8A has three sections, all of which should be filled.

In the first section, you should indicate the Serial Number and the Part Number of the electoral roll in which you had previously registered. You should also indicate your EPIC(Elector’s Photo Identity Card) Number.

In the second section, you should indicate your new physical address.

In the third section, you should indicate the new polling booth or the Part Number of where you intend to be voting henceforth.

The form needs to be submitted while accompanied by a document showing proof of address which should be scanned and saved in a PDF format for uploading.

How to Apply for a Duplicate Voter ID Card

Besides providing eligibility to vote, a voter ID card also acts as proof of identity.  The Chief Election Commission is the issuing body of a voter’s card. The distribution of the card is handled by booth level officers after a voter has applied for it. In the event that you lose your voter’s card or it gets damaged beyond recognition the solution lies in applying for a duplicate voter ID card.

The application process for duplicate voter ID card:

  1. Record a police FIR to act as a formal statement that you have lost your voter card.
  2. Collect a 002 form. This can either be found on the website belonging to the election commission of your state or your local office of the Election Commission.
  3. Once you have filled the 002 form, you will need to attach the following: proof of identity(a copy of your driving license, passport, ration card or pan card), a copy of the police FIR and proof of residence(copy of telephone bill, power bill or gas bill).
  4. Present the 002 form together with the attached documents to the local office of the Chief Election Commission.

Once you have handed over your documents you will be issued with a slip acknowledging receipt of your duplicate voter ID card application. You may also be required to pay a small fee for the replacement of your lost voter ID card. Information on when your duplicate voter card will be ready for picking is usually available online so check regularly. The status of your voter ID card can also be accessed via short message services.

Instances when a duplicate voter ID card may be denied

There are instances when a duplicate voter ID card may not granted such as when some mandatory documents that are necessary for the processing of the card are not submitted alongside the 002 form. Non-resident Indians also fall in the category of those not eligible for the duplicate voter ID card. The only exception to this rule is if the non-resident Indian is a civil servant posted in a foreign nation.

Importance of the duplicate voter ID Card

Not having a voter ID card will not deny you a chance to vote. This is the case as long as you are a registered voter and your name appears on the list of voters in your constituency. However in order to be allowed to vote you will be required to provide a document proving your identity and this can include your passport, driving license, Aadhaar Card or the PAN Card.

The importance of having a voter ID, however, cannot be ignored. This is because it is multi-purpose. It not only serves the purpose of proof of identity but also residence and it is accepted as such by virtually all private and public organizations. Thus the duplicate voter ID card can come in handy when is trying to access services from the government or when dealing with the private sector for instance when seeking employment or even business opportunities.

For more information regarding the duplicate voter ID card the best-placed figure to consult is the Chief Electoral Officer at your local Chief Election Commission Office.

Offline Application Form:

After every five years, officials from the electoral commission make visits to households to make new registrations as well as correction of names and details of voters. During this time, they also issue voter identity cards.

However, you do not have to wait for that long before you register for a card. You can do it on your own by getting a form from a registration point close to your residence. You can either take it home and return it on another day or, or fill and submit it immediately. If you intend to do the latter, ensure that you carry copies of the following documents as you visit:

  1. Proof of address document: You may submit either your water/telephone/ electricity bill for the last three months preceding the application date, or a bank/ post office passbook, passport, driving license, Aadhar card, or income tax statement.
  1. A proof of identity document: you may give a copy of your birth certificate, or driving license, passport, Aadhar card, or school leaving certificate.

You realize that some of the documents mentioned in part one also appear in the second part. In that case, you can present only that document without worrying about the rest.

Online Application Form:

An even cheaper way to apply for a voting card is through the online platform. This will eliminate the need for you to queue, and will also ease tracking of your card, getting a  duplicate ID, changing the name or address details, and accessing other services without going to the electoral offices.

Different states have their own electoral commission website. There is no general website from which all people across India can acquire voting cards in one place. Rather, one has to do the application from their particular state’s electoral commission website.

Therefore, to find your voting card online, visit the electoral commission website of your particular region of residence.
